Voter-ID case puts spotlight on Pa. judge
In 11 years on Commonwealth Court, Judge Robert E. Simpson Jr. has seldom ventured far from arcane legal disputes over zoning, government contracts, and other matters that, to most people, would seem dry and tedious.
